"Flaking" is the word law enforcement uses for the practice of planting evidence on innocent people to boost arest numbers.

Examples of Law Enforcement Going Too Far

     We all like to think the the police are there to protect and serve. We believe they uphold the law and bring criminals to justice. Disturbing reports have shown police officers brutalizing animals to keep people "safe". Change.org has even published and article and petition for a dog named Parrot, who was thrown down a flight of stairs and then executed by a police officer. How "Productive" is the NYPD Really?

     Project Censored is an organization that brings under reported stories to light. Many of the stories that appear on this site never make it to the main stream media, though they do have validity to them. A report that caught my interest was that the New York City Police Department is using arrest quotas and planting evidence on suspects. This is disturbing to any innocent citizen that could be wrongly accused of a crime because an officer of the law wants better hours and more over time. Like any other profession they are concerned with productivity this raises some concerning questions. By demanding that police officers make a certain amount of arrests and "stop and frisks" each month could they possibly taking away their attention from more serious crimes? Could law enforcement actually be wasting time with petty crimes to meet "productivity goals" when there are more serious crimes still happening?
